Threshold rule

Define Red / Amber / Green before the reporting period. If teams decide what “good” means after seeing the result, the scorecard becomes subjective.

Weekly review rule

Green KPIs should consume almost no meeting time. Amber and Red metrics need an owner, cause, corrective action, and due date.
